A regulatory value is only as reliable as the evidence behind it.
Regulatory reporting increasingly depends on structured data, traceable sources, consistent calculations and reviewable documentary chains. The methodology assesses whether each material value can be linked to a source, compared with documentary evidence and, where possible, recalculated.
Many files rest on fragile foundations: purely declarative data, untraced calculation files, incomplete supplier information, documents that are not linked to one another, undocumented assumptions. Such files can produce arithmetically correct declarations while remaining unable to withstand a request for justification.
The central operation is a mapping: which value is supported by which document, and with what strength. This produces an explicit account of the file rather than an impression of it. distinguishing what is proven, what is asserted without support, what conflicts with something else in the record, and what is simply absent.
Structural inconsistencies frequently appear only when data families are read against one another rather than in isolation. A production volume that is incompatible with reported energy consumption, or an emissions intensity incompatible with the declared physical characteristics of an industrial process, will not surface in a document-by-document check. Cross-domain coherence review exists to identify exactly this class of inconsistency.
Where the available sources do not permit a conclusion, the methodology says so explicitly rather than resolving the ambiguity by assumption. Such areas are qualified as source-limited and reported as such. A determination may be ready while remaining source-limited; the two statements are not in conflict, and conflating them would misrepresent the file.
What distinguishes a WEETRA review from a conventional documentary review is the evidentiary chain of custody. Each document received is cryptographically fingerprinted (SHA-256) on receipt and recorded in an integrity register that does not permit silent deletion. Each final deliverable is locked, timestamped and fingerprinted in turn.
The result is an analysis that can prove its own integrity, which matters precisely when the analysis is produced long before the scrutiny it is meant to withstand.
